A system of men and not laws. Or: Controlling the base passions

What matters most, what matters at all, that is to say the only thing that has ever mattered.... It is always the people, not the laws. Two nations sprang from an identical set of laws: The United States of America and the Confederate States of America.

Passing an international convention against genocide is worthless if the spineless cowards (or worse, the indifferent opportunists) at the highest levels of every government refuse to use the term genocide for what so very clearly is. People will always interpret and explain away all legal forms. What is required is a leadership and a populace that know the proper path. And they need to have the will to destroy those who try to deviate from it.
